One of ANLCA’s core missions is to design and implement literacy programs for adults who are illiterate or who have not completed their basic education. In partnership with national and international stakeholders, the Agency has developed a wide range of literacy and functional literacy programs, along with educational and normative reference materials.
As the lead coordinator of a broad ecosystem—including government ministries, local authorities, NGOs, public institutions, and international partners—ANLCA defines national benchmarks, sets quality standards, develops learning tools, and ensures the monitoring and evaluation of literacy efforts. It reflects Morocco’s commitment to sustainably reducing illiteracy through a structured, inclusive, and professional approach.
According to the 2024 General Population and Housing Census (RGPH), Morocco’s illiteracy rate has declined to 24.8%, down from 32.2% a decade earlier. The decrease was more significant in rural areas (from 47.5% to 38.0%) than in urban areas (from 22.6% to 17.3%). Among women, the rate fell from 42.1% to 32.4%, and among men, from 22.2% to 17.2%.
Beyond reducing illiteracy, ANLCA fosters innovation in adult learning, promotes digital inclusion, and supports the social and economic integration of learners—placing empowerment and lifelong learning at the center of its approach.
Through its 2023–2027 Roadmap, the Agency seeks to accelerate progress by reinforcing synergies, scaling up successful regional initiatives, and adopting localized communication strategies to better engage and reach target populations.
