PARTNERSHIPS AND COLLABORATIONS

As part of its roadmap implementation, the National Agency for the Fight against Illiteracy places partnership at the core of its strategy. Recognizing the fight against illiteracy as a national priority, the Agency is committed to mobilizing all public, private, national, and local stakeholders to unite efforts and amplify the impact of its actions.

This collaborative approach aims to tailor programs to regional realities, enhance their effectiveness in the field, and expand access to beneficiaries across all regions.

NATIONAL PARTNERSHIPS

Since 2023, the Agency has signed several framework agreements with ministries, public institutions, and academic bodies, including:

  • The Higher Council for Education, Training, and Scientific Research (June 2023), to enhance program quality and integrate lifelong learning.
  • The National Cooperation Foundation, to implement programs within its centers.
  • The Ministry of Trade and Industry, the Chambers of Commerce, and the Federation of Moroccan Chambers, to promote literacy among merchants and modernize their practices.
  • The Moroccan Foundation for the Promotion of Preschool Education and the Zakoura Foundation, to incorporate literacy programs into preschool education..
  • The Ministries of Agriculture and Digital Transition, to advance functional literacy in rural areas, strengthen digital culture, and foster socio-professional inclusion.
  • The Digital Development Agency (ADD), to embed digital tools within learning programs.
  • The Ministry of Habous and Islamic Affairs, to reinforce coordination in basic education.
     

To engage the academic community in the fight against illiteracy, several agreements have been signed with Moroccan universities. These partnerships enable the involvement of students as trainers through a “one-to-one” approach, foster the development of innovative learning methods, and promote the integration of lifelong learning principles.

The Agency encourages the private sector to actively incorporate the fight against illiteracy within the professional environment. The goal is to develop the skills of workers who are illiterate or have limited basic knowledge, thereby enhancing performance, reducing workplace risks, and strengthening human capital. Agreements have been established with several committed companies, including:

  • CGEM – Rabat-Salé-Kénitra, Souss-Massa and Drâa-Tafilalet Regions,
  • Sogea Maroc,
  • Zgounder Millenium (Aya Gold & Silver),
  • COPAG Cooperative,
  • TGCC,
  • SEFRIOUI Ghassoul and Derivatives Company,
  • Azura Group (Agadir),,
  • Atlantic Blue Berries (Larache),
  • Fondation Al Yaqadha (Salé).

Through this multi-sectoral partnership policy, the Agency strives to build a coherent, territorially anchored, and inclusive national response. The diversity of collaborations enhances program effectiveness, broadens outreach to new audiences, and embeds literacy within a sustainable, integrated framework for human development.

INTERNATIONAL PARTNERSHIPS

The National Agency for the Fight against Illiteracy (ANLCA) receives growing support from international partners dedicated to implementing both strategic and innovative programs. These technical and financial partnerships are crucial for strengthening institutional capacities, continuously enhancing educational programs, and integrating a human rights-based and gender equality approach across all initiatives.
 

As part of the Integrated Support Program for the Education and Training Sector in Morocco (PIAFE), supported by the European Union, the ANLCA is fully engaged in the initiatives driven by this agreement, which aims to support the transformation of the national education system over a five-year period. Close coordination is ongoing with all relevant partners to ensure the successful achievement of the objectives outlined in the program’s annual action plans, whose implementation began in 2024 and will continue until mid-2026. Concurrently, an in-depth study on the concept of lifelong learning is underway to examine its foundations and strategic implications, supporting Morocco in developing a comprehensive and sustainable national strategy.

The long-term partnership with the Spanish Agency for International Development Cooperation (AECID) focuses on developing a literacy program tailored for migrants and refugees. This innovative initiative combines targeted training, a mobile distance learning application, the provision of equipment for adapted centers, and the production of educational and communication materials. Since 2024, several regions across the Kingdom have benefited from this inclusive program, ensuring equitable access to education.
 

Cooperation with UNESCO continues under a framework agreement with the Rabat office. A pilot survey was conducted to test the assessment tools of the RAMAED project, aiming to validate a learning measurement system shared by twelve partner countries. Additionally, technical workshops were held to strengthen the skills of trainers, partner associations, and beneficiaries, utilizing human rights-based pedagogical approaches.
 

Over the years, ANLCA has established international partnerships with renowned institutions, significantly strengthening its efforts to combat illiteracy.

  • The European Union has supported all three phases of the Alpha program, helping to structure the national literacy strategy by integrating social inclusion, equal opportunity, and regionalization.
  • The partnership with the Millennium Challenge Account – Morocco (MCA-Morocco), backed by the Millennium Challenge Corporation, forms part of an educational support program for rural land beneficiaries.
  • Cooperation with DVV International primarily focuses on capacity building to support the implementation of the national literacy strategy.
  • GIZ, through the Flexible Consultation Fund, contributes to organizing regional conferences, disseminating audiovisual educational content, and enhancing ANLCA’s internal capacities.
  • With support from the United Nations Development Program (UNDP), a literacy program for prisoners was implemented, affirming the right to learning and social reintegration for all.

As part of the 7th International Conference on Adult Education (CONFINTEA VII), held in Marrakech in 2022, ANLCA partnered with the Arab League Educational, Cultural and Scientific Organization (ALECSO) to foster South-South cooperation. This collaboration led to the establishment of the African Institute for Lifelong Learning, an initiative supported by His Majesty King Mohammed VI, may God assist him. The institute’s mission is to strengthen the capacities of African institutions and stakeholders in adult education by promoting knowledge exchange and cooperation across the continent.

These partnerships exemplify ANLCA’s steadfast commitment to inclusive, participatory, and sustainable action. By placing lifelong learning at the heart of its priorities, the Agency aligns itself with the Kingdom’s major strategic goals and international commitments, working toward building an equitable, innovative, and universally accessible education system.
