Who we are

The National Agency for the Fight against Illiteracy (ANLCA) is a public institution established under Law No. 38.09, promulgated by Dahir No. 1.11.142 on August 17, 2011. It operates under the authority of the Head of Government and is headquartered in Rabat.

With legal personality and financial autonomy, the ANLCA’s core mission is to design and implement literacy programs for adults with limited reading and writing skills. In partnership with national and international stakeholders, the Agency develops basic, functional, and targeted literacy programs, along with pedagogical and normative reference materials.

As a central coordinator within a broad ecosystem—including government ministries, local authorities, civil society organizations, public institutions, and international partners—the ANLCA ensures a coherent and inclusive national response to illiteracy.

Through its work, the ANLCA embodies Morocco’s strong commitment to sustainably reducing illiteracy through a structured, coordinated, and results-oriented approach..
